PoliCloud has raised €7.5 million in seed funding to build out its sovereign, eco-responsible cloud infrastructure. The round was led by Global Ventures, with participation from Inria, OneRagtime, Mi8, and private investors.
Founded by David Gurlé, a serial entrepeneur and recipient of France’s Légion d'honneur, PoliCloud develops decentralised, high-performance cloud infrastructure for European public institutions and enterprises seeking alternatives to US-based hyperscalers.
The company’s modular micro-data centers combine proprietary hardware with Hivenet’s distributed computing software to deliver GPU-rich, sovereign compute power to cities, startups, and public agencies. By enabling customers to lease unused capacity, the model aims to reduce both cost and environmental impact. PoliCloud says it has sold four units since launch and projects more than €6 million in revenue by year-end. The company also reports being cash-flow positive.

The raise comes at a time when the global cloud market, now worth $800 billion, is growing at 20 percent annually, driven by accelerating AI adoption. With US providers controlling more than 60 percent of the market, European governments and businesses are increasingly seeking alternatives that ensure data sovereignty, resilience, and cost-efficiency.

This is Global Ventures’ second investment in the cloud infrastructure space following its 2022 backing of Hivenet, PoliCloud’s sister company.
